This last tale is mostly just an annoying coworker that either intentionally or unintentionally makes my job harder. This coworker is the last of the previous batch that was hired under old management that was using the hotel as a front to sell drugs and get money from pimps, (long story) and her work ethic hasn't changed under new management.

This is definitely something your management needs to look into. If someone is paying for a suite then they should get a suite. Upgrades are only pending availability, not a guarantee.
